Why is diesel so much more expensive?

I'm not asking why the price has gone up, I think we all know the answer to that one. What's bugging me is the gap between the price of diesel and unleaded. I went shopping earlier today and at my local Morrisons, diesel was 28p more per litre than petrol. The only reason I can think of would be if oil from the Persian Gulf is used for a large proportion of diesel production.
