Do you have any documentation like a plate number, title, registration, bill of sale, police report, insurance paperwork, or court filing? I only have the old plate number. I don’t have anything else. Seems like because my old plate number is no longer active, I can’t pull anything anywhere.

Depends how old the car is.
CARFAX can tell you if it’s on the road and what city (not name of owner). I did that with a 20 year old car.
If it doesn’t have a standardized 17 digit VIN I know of no such service.
I don’t know any service that gives you current owner name or info to contact them
Might need a cop in the state it’s registered to bend the rules.

It's a '99 Silverado, so I assume it's not too old. I know it was last registered in 2021 in Mississippi, but that's it.

If you have the vin go in and ask for a used vehicle package on the vin. It will give you the owner currently, or last current owner
