This has been going on for a long time and I have been bitching about it for as long and it will continue until there are real consequences for passing unconstitutional laws (so, it will continue forever).
Not just for guns, but for anything, it is the same loop. They want something unconstitutional. They make a law knowing it is unconstitutional and will be struck down. However, they also know it will take months or even years to get through the courts. So they get to have their unconstitutional law for quite some time. Then when it finally is struck down by the courts, they write a new law with slightly different wording that does effectively the same shit and then that gets to be the law for months/years until it works it's way through the courts. And repeat.
And why WOULDN'T they do this? They don't get removed, fined, or penalized in any way for passing an unconstitutional law and doing this gets them what they want for at least a little while. It is all reward and zero risk.
RI isn't even waiting until the ban goes into full effect. The sales ban doesn't come into effect until July of this year.

I find it strange how fixated people are on qualified immunity, but they've got nothing to say about the absolute immunity judges and prosecutors have.
Government agents, however, do need some form of protection from civil liability to prevent endless frivolous legal action.
I'm not quite sure how to handle the judges and prosecutors who give career criminals pass after pass until they end up killing someone, while at the same time, allowing for the discretion necessary in a justice system. If it was just a simple you or convicted of X, now you serve Y months/years, that would lead to a lot of incredibly unjust outcomes.

The law bans the sale transfer or inheritance of assault rifles, but defines assault rifles as having two of four specified features AND being manufactured after 7/1/2026. So if it was made before that date, it's not an assault rifle and can therefore be transferred. Virginia also does not require person to person background checks.

I think the point on selling out of state is wrong. A Virginian would still be able to sell to an out of state person, but transferred through that person's delegated local FFL. Not agreeing with this bullshit law, just saying this guy was wrong on that point.

Yeah you can still move out of state with them and/or sell them out of state. Not great since you’re basically a temporary owner until either you move, give up and sell, or die and they have to be surrendered. Obviously we’re all holding out hope for a reversal before it gets to that point but long term these guns will disappear from lawful ownership in the state
Depends on the firearm. In most places, most long guns are fine to privately ship to an FFL in the receiving state but some aren't depending on location. Handguns must always go through an FFL.
But if something goes wrong with the sale and the gun needs to be returned to the owner, the FFL will only send it back to a nearby FFL. Which won't if you're selling a gun no longer legal in your state.
Unconstitutional bullshit like this just makes it a nightmare for law abiding citizens. Not one single criminal even remotely cares, and will carry on as normal.
Over 90% of the countries that prohibit their citizens from owning guns are authoritarian, where criticizing the government will get you arrested or worse.
