Strange motion / frame pacing issue in all games on RTX 5070 (video example)

Hello everyone,

I’m experiencing a very strange motion issue in almost every game I play, and it’s driving me crazy.

The best way I can describe it is this:

When I move the camera left and right and look at an object (for example a pole, tree, or building), the motion looks unnatural, almost like the frames are “generated” or chasing the image instead of moving smoothly.

It doesn’t look like normal stuttering or FPS drops. The FPS is stable, but the motion still feels wrong.

This happens in many games, for example:
- Red Dead Redemption 2
- CS2
- Other single-player games

So it doesn’t seem to be game-specific.

Video example of the issue:

--------------------------------

Performance metrics look completely normal:

- FPS average is stable
- Frame time looks normal
- CPU usage normal
- GPU usage normal
- VRAM usage normal
- RAM usage normal

I monitored all of these while playing and nothing looks abnormal.

--------------------------------

Important detail:

When I first bought the GPU, the first two months were completely fine. Everything was smooth and I had no issues at all.

The problem suddenly started after a Windows update around January.

I thought it might be a software issue, so I even did a clean Windows install, but the problem still happens exactly the same.

--------------------------------

Things I already tried:

- Clean install of Windows
- Fresh GPU drivers
- Testing different graphics settings
- Monitoring frame times and usage

--------------------------------

My PC specs:

GPU: NVIDIA RTX 5070 12GB (PNY) – bought about 4 months ago
CPU: Intel Core i5-12400F
RAM: 64GB DDR4 3200MHz
Motherboard: ASUS PRIME H610M-A D4
Storage: NVMe SSD
OS: Windows 11 Pro

--------------------------------

Monitor:

GameOn monitor
1080p
120Hz
(No G-Sync / VRR support)

--------------------------------

One more important detail:

Before this GPU I had an RTX 3060, and on the same monitor I did not notice this issue.

So now I’m trying to understand:

- Could this be a frame pacing issue with the GPU?
- Could it be related to the monitor not supporting VRR?
- Or could it be related to a Windows or driver update?

I’m even thinking about upgrading to a 1440p monitor, but first I want to understand what’s causing this.

Any ideas or suggestions would be greatly appreciated.
