Assuming you aren't doing any heavy CAD design (which I assume you wouldn't be based on being 'removed from modern PC buying') you just need the PC for the "slicer" program which isn't demanding at all. Many 3D printers can even do that from their own phone app, through a web interface, (cloud slicer) and I believe few printers can do 100% at the machine.

They claim to be frugal and price savvy but that just means they cheap out on important things, think their meager possessions are worth more than they are, and spend all of their money on gambling or some other vice. Oh yeah 100%. I really like my PSAs. My primary rifle is an 11.5” PSA upper that I run suppressed. Granted at this point it’s just the barrel and upper receiver that are original, but they make great starter options.
