Working with a pretty old internal platform right now and trying to figure out the most practical path for modernization. The system was originally built more than a decade ago and a lot of core logic still depends on outdated frameworks and tightly coupled services. Rewriting everything from scratch isn’t really an option because the system is still heavily used by multiple teams.
So the current idea is to look into specialized application modernization services rather than a full rebuild. The goal would be to gradually move parts of the system to a more modular architecture while keeping the core business logic stable during the transition.
The challenges we’re already seeing:
-unclear dependency chains between services
-legacy database structures that are hard to migrate
-performance issues during partial refactoring
-difficulty deciding what should be refactored vs replaced

Been through this several times. You're already thinking correctly — incremental over big bang rewrite. Here's what actually matters in practice:
1. Map dependencies before touching anything
Static analysis is a starting point. Runtime tracing under real load is what reveals the actual picture — shared DB tables, undocumented API contracts, implicit execution order in batch jobs. You cannot safely refactor what you haven't fully mapped.
2. The database is the hardest constraint
Use a dual-write strategy during migration — new services write to both old and new schemas simultaneously. Validate data parity, build confidence, then cut over. It's slower than it sounds but it's the only pattern that avoids data integrity failures mid-transition.
3. Refactor vs. replace — use the right filter
Trying to modernize both layers at the same time is where most projects break down.
4. Instrument the legacy-to-modern boundary from day one
Hybrid architectures introduce latency at the seam between old and new. Trace every cross-boundary call, set baseline SLAs before you start, and treat performance regression as a hard blocker — not a backlog item.
5. Coordination is the actual hard part
The teams most dependent on the legacy system are the ones most resistant to changing it — and they have valid reasons. The hardest part is always the hidden dependencies. Modernization doesn’t start with coding, but with a thorough audit. You are absolutely correct this is where an incremental approach works best.
It turns out the biggest challenges always lie in the areas of dependency.
How we got it done:
Start with observability first (logs, tracing)
Apply the strangler pattern (swap component for component)
Don't automatically migrate legacy databases use clean models instead
Create clear service boundaries early
The technical aspects aren't difficult the team coordination is often the real bottleneck.
We were also considering some vendors along this line teams like Excellent Webworld are useful if your teams don't have the time or patience to start from scratch.

Biggest lesson for me don’t try to fix everything at once. We did that early and it just broke more things.
What worked was isolating parts with APIs and moving slowly from there. Way less risky and actually manageable.

The hardest part for us was the dependency mapping — and it's worse than you think until you start tracing actual runtime calls, not just what the code says.
Static analysis of the codebase will show you import/reference chains, but it misses everything that happens through reflection, dynamic config, stored procedures that call each other, and event-driven paths where Service A publishes something that Service B consumes through a message queue nobody documented.
What helped us:
1. Runtime dependency tracing first. Before touching any code, we spent 2 weeks instrumenting the production system to see actual call paths and data flows. The static architecture diagrams were ~60% accurate. The other 40% was where all the breakages would have happened.
2. The "refactor vs replace" decision was easier with a simple rule: if the component has well-defined inputs and outputs (even if the internals are ugly), wrap it with a clean interface and leave it alone. If the component's boundaries are unclear — it reads from 5 different databases and writes to 3 — that's the one that needs to be replaced, because you can't incrementally improve something with no clear contract.
3. Database schema was the real bottleneck. The code can evolve independently, but when 6 different services all query the same 4 tables with different assumptions about what the columns mean, you can't just refactor one service without breaking the others. We ended up creating a data access layer that sat between the services and the legacy schema, translating as needed. Ugly but it decoupled the migration.
4. Team coordination mattered more than tech. We had clear ownership: each team owned a bounded context and was responsible for migrating their components. When two teams shared ownership of a service, that service got migrated last and worst.
The incremental approach is absolutely the right call — we've seen big-bang rewrites fail more often than succeed. Just be ruthless about establishing clean boundaries before you start moving things.

It sounds like you are running into the usual modernization hurdles, old databases and tough choices. From my experience, the hardest part is often team alignment more than the tech itself. These were largely problems that already existed, but could be ignored for the time being.
Poor performance is never required, especially with computers that are literally a thousand times faster than the ones on which your first system was probably initially deployed.
You figure them out, you fix them. It sounds like your problem is that new deployments are slower than what they replaced, unexpectedly so, and it's having a deleterious effect. In that case, the prescription is for the characterization tests to include end-to-end performance for the subsystem, and for the subsystem release not to be pushed into production until it's equal or faster than what it's replacing.
Performance isn't magic to people who understand the systems in question. However, that takes skill and experience, and skill and experience is not cheap when hired on demand, Just-In-Time.

The awkward truth is that outsiders can only really clear a profit, and scale their own business, by having a technical solution and then finding problems to which it can be applied. There's no shame in that strategy, if you're really a technologist.
Hand-crafting everything is too laborious and expensive for the principal to want to pay for it, when it seems to them that their next best alternative is to do nothing, and pay nothing. Smart and motivated insiders will sometimes do the work anyway, but you can't find such people on demand, and then you definitely can't make them care about your arbitrary profit-making venture enough that they're going to refactor it for compensation well below market rates. healthcare.govlaunch (which was all-new totally legacy code -- but that's a subject for another thread).Some suppliers have programming-language-centric migration tools, with a licensed runtime. Some have frameworks or toolkits. Often, the path of least resistance for them, is to extract your business rules and then reconstruct them using the new framework.

Incremental refactoring is most often the combination of lowest-risk, lowest cost commitment, and most likely to succeed. The challenges with incremental, are impatience and high expectations from key stakeholders, moderating total end-to-end project costs, and defining and reaching a declared finish-line.
The good news is that if incremental refactoring is abandoned at any point, everything should be working better than it was before. Hence, this method being lowest-risk and having the lowest required commitment. But you have to be prepared that incremental refactoring tends to take a long time, and when done by those who know what they're doing, the labor cost just can't be all that low.
The keys to incremental refactoring are to understand the system very well at a fundamental level, understand the alternatives and trade-offs, and then coldly divide the project into technically-driven subprojects, and tackle them in the smartest order. That sounds like generic advice, but I'm trying to convey that the biggest risks include:
Lastly, the ones who can most cheaply and quickly grok the existing system, are likely to be the ones who work on it today, not outside consultants. The best refactoring is very often by the internal teams who "own" it. Not always, though, especially if big changes in platform or system philosophy are imperative.
Getting all of this to happen from the top-down is relatively difficult, and almost always expensive. Getting it to happen from the bottom-up, is cheap, but often not easy either, depending on the stakeholders. What you really want is top-down commitment, but bottom-up expertise and motivation...

Having done some sysadmin work for a software house I've seen a few things.
The biggest one was the unwillingness to drop old database software, even when adaption to new database software could be done in a few hours or a few days.
Generalization and tracking of settings/tunable was another. Some were in .ini files, others were in the registry and yet another was stored in the database. With changes to the software it often resulted in a wild goose chase of finding these so they could be used/dropped/introduced in the new code.
