We know Picard made 4 star admiral by the time of lower decks /prodigy but what if Picard was an admiral during the tng era?
Like in season 1 of tng that admiral offered to promote Picard to rear admiral in charge of Starfleet academy as commandant. Similar to what Kirk did in wrath of Khan. Would Picard make a good Starfleet academy commandant?

I was playing around with a fanfic, where Picard was a Commodore, Riker as ships Captain, Data as XO. Picard does the diplomatic stuff and overall command. Riker/Data do the boldy going.

Enterprise F…which even though they never tell us what happened to the E, is being decommissioned already I hated that about Picard. The titan had already been replaced with the titan-A and THAT was considered an OLD ship.  It couldn’t be more than 15 years old. In TNG they were still rocking 75 year old Excelsior hulls on their 8th refit. There’s no reason at all to be retiring every ship in the fleet that often. It’s understandable that much of the fleet will be newer because of the high loss rate of the dominion war…and I could even accept that starfleet probably retired a lot of Akira and Nova and Defiant class ships which were built for war and not really suited to peacetime operations….but they had another entire generation of ships enter service. Retire and THEIR replacements are somehow old already It just seems silly

They have the briefest of throw away lines that the F had some kind of irreversible damage, but they still parade it around for fleet week like a sick dog. (But the hull is shiny and new on the outside?) Crusher: So much for the Enterprise-F. Picard: We barely knew her. Crusher: Good, I wanted a newer one. Picard: Let's make it to the end of the alphabet.

Yeah there’s some screenshot of a console saying “scheduled for early decommissioning” So at least THAT ship was not really intended to be thrown away so quickly, but we still see evidence that multiple other classes of post dominion war ships are already being retired. The fact Titan-A is referred to like it’s an old ship is just ridiculous to me.

I always wondered how Janeway became admiral before Picard. She was out of the normal career advancement path for seven years. I mean, look what happened to poor Ensign Kim. Yet she comes back after being gone seven years and Starfleet just looks at her logs and sees what she did to Tuvix and says, "Promote this Captain immediately!"

Picard postponed promotion voluntarily While with janeways exploits in the delta quadrant probably surpassing all other Starfleet captains exploits Starfleet felt she's too valuable to be given another command and given backdated promotions. Its possible that she would have been given 3 stars during the dominion war or something
