When do the state of roads start to become too dangerous for motorcyclists?

The state of the roads around me are absolutely abhorrent. Sometimes I spend more time staring directly at the road in front of me trying to slalom around WW2 no man’s land style shell holes, than I do actually concentrating on what’s going on elsewhere. Riding at night I’ve almost been thrown off 3 times because I haven’t seen the absolute weapon of a cliff that was hiding in the road. Especially with country lanes at night. My local council would rather pay out of their behind for a lovely little pointless mosaic art piece in the centre of the town than fix what’s needed. Even when these things are reported and spammed on socials and sent to local MPs. Nothing is done.
