Is my sister usual for her age group nowadays?

I have a younger sister whose in secondary school. She's extremely quiet and shy which we didn't know until she'd been outcasted by two groups of girls at school. The first mentioned she doesn't converse with them at all and follows them around. The second group has one of the girls confront her repeatedly telling her to go away. She has struggled to make friends and it's so hard to see. Our family has done as much as we can to help her. We've given her countless advice and contacted the school regarding the group of girls who were confronting her. Whilst we were initially shocked by the first group's revelation that she doesn't speak, my sister didn't deny it and called herself "awkward". This shocked me. Now she is trying to make new friends and has recently got a girls no, and we encouraged her to text the girl. She was extremely reluctant and said it's only today that she got the no and wants to wait a few days? When we eventually convinced her, we have to teach her what to write in the text bc she asks for our help. She's chronically online so this always shocks me. I didn't have many friends in school but I've never asked my family how to text a friend She is hesitant to walk to school with others but can't be trusted alone. She is dropped off and picked up everyday and prefers it to stay like that. On the odd occasion, she is walked back home with a family member, and walks extremely quickly, almost in an effort to get away or not be seen with them, leaving them behind I can't understand this behaviour as an older sibling. When I do criticise, I'm seen as nagging and mean by other family members but I'm just trying to help. Can anyone help me?
