More and more houses like this,owners usually are poeople who worked in Germany and Austria. Those old buildings were constructed for workers, and they were ridiculously cheap, bought on credit. I remember that the loan installment was somewhere around €0.50.
Does Czechia have similar laws to Germany when it comes to building facades? I ask because in Germany, you'll be in this super poor town, but all the houses look nice because laws require people to have a certain bright, or just white facade colour. They could still be mouldy kr badly maintained inside. So a lot of places in Germany look neat. Streets are sometimes also redone wholesale just because someone had to change a pipe. That sort of thing doesn't happen in the Balkans, so I get why you'd think that old buildings painted in grey look broken.

I think there is no problem. Walls are one unit and the cover of the walls are not cracked or blown out. Just a high presure hot water wash and voila good as New!
In Zagreb, cars are parked not only on the sidewalks, but also in the middle of the road. Many times, random cars blocked the archway to my building entrance, which made it difficult for people to get home from work. There is a big problem with parking here.
Cars are parked all over the sidewalks, at least in Split. But where ever this was filmed is clean. In another month or two those streets will start to bloom. I get what OP is on about, many other countries paint/maintain their buildings much better. In Split there is so much graffiti- not the nice kind.
It really used to be the pearl of the Adriatic but it's in a bit of a bad middle ground now. It's too famous as a tourist destination so the main city streets are to expensive for locals, and it has pushed them out.
Old businesses and industries have left and new ones are coming in, but pretty slowly, especially since it only has about 200K people.
The commie blocks are pretty bad but the money coming in is starting to improve the local infrastructure. It's being spent decently well when I compare Split to other governments, but it is taking a while since there's just so much to fix for a small population.

Yeah I remember reading about that. I felt they did you dirty with that movie. I went to Slovakia a year before COVID and absolutely loved it there. Weather was a bit shitty when I came but still didn't ruin my vacation.

I get you - I moved here after being a summer tourist on the coast for years. I imagined Croatia was not this corrupt and messed up - it’s shameful and the people are super nationalist as a generalization - they’ve made me like the country a lot less than I did before. It’s not that what you filmed is the worst of the worst but when the center of the capital city turns tourists off - there’s a problem.
This wasn't filmed in the center of Zagreb, but yeah...downtown Zagreb is hit or miss because most of the houses, including really nice classicist architecture and palaces, are private property and the owners either don't give a f, or can't agree or are often too old. The rules aren't enforced, so here we are. The very heart of the city looks nice, but as soon as you move a few blocks away from it, the facades haven't been painted over in decades. The city center has been built in that typical rectangle block style so, since they aren't seen from the streets, the inner courtyards in the middle are in an even worse shape than those facades.
Nah...it's actually closer to 3.9 million - it had dropped to the all time minimum at 3.85 mill. in 2022. but that's when the trend of losing population got reversed. Not because of the birth rates improving or anything like that, but overall, more people started returning than leaving. Basically within the last 3 years, the population has bounced back to 3.87 million - same as it was at the 2021. census. Those are just the citizens, because we have this weird system whereby the citizens are listed separately from the immigrants...and oh boy, have we gotten a lot of immigrants after covid. As of last year there were 180 thousand immigrants with permanent residency in Croatia, meaning the actual population is around 4.05 million.
My part-suburb, part-rural town outside the capital: sidewalks not even existing along 80% of the roads.
The capital and its general urban area: 80% of the sidewalks are too narrow for normal-sized adult humans, a walking hazard as they are cracked and upended by trees, trees planted that make them almost impassable.
I mean... there are places in Scotland that are worse.... this area just needs some new road markings and maybe some greenery like bushes or flowers and its pretty aight. Cracks in pavements are a worldwide thing.

There is greenery, its just winter and plants do their winter thing like not have leaves and blossoms. Its gonna be a totally different story in a month or two.
Also, Scandinavia looks much worse than anything in this video, here the grass at least had colour, in the North it's gray between October to April, skies are overcast unlike here, they also have these very rectangular blocks of houses and there is melting snow and eventual ponds around residential areas and also it's not éike some graffity or rustiness wouldn't appear here and there.

Another person could choose a nice day and paint the same town in completely different way. They could walk by Frankopan castle, through the main park, etc. I've been in centre of Ogulin during winter and shitty weather but went to check out castle, parish church, had a drink at the local hotel, and walked by Đulin ponor (river Dobra becomes subterrenian there), and while town was rather empty (winter and shitty weather), I thought it looked really lovely.
You can literally frame any country to look as shitty or as glorious as you want simply with the correct choice of the environment. Go walk around Rovinj or Dubrovnik, maybe a stroll down Varaždin or even some parts of Zagreb.
Doesn't look that bad, it's just that you choose the worst possible weather, grey clouds mixed with winter and lack of greenery, most places in the world would look depressing in these circumstances.
Zagreb looks like shit. Tons of abandoned and unmantained buildings. Graffiti everywhere - ugly kind, on the few freshly painted buildings especially. No plan that works with garbage / it’s a disaster. Signs all around warning you that plaster might fall on your head. Croatia is Balkan to the core - corrupt system that works against its citizens.
Tbh I don’t find Zagreb to be especially dirty, but it sure is unkempt and the fucking graffiti are everywhere. Add to that cars doubling in 20 years and the lack of street police, and yeah it’s quite a recipe for visual mess.
Of course, but Ilica is the poster boy for abandonment and/or decay in town, and it won’t be solved anytime soon because of the ownership of those properties and today’s traffic flows. Huge pity given the number of historical buildings as well as the central location.

That sub is more about brutalist architecture and shit like what happened in Zadar - one of the last open parks shrinking every year because they first cemented the small stream they had there, they cut down the trees that are hundreds of years old, and most of the work didn't even have appropriate documentation.

I remember I went for holidays in Skiathos, one of the many beautiful Greek islands. The first day I went there it started raining. The place seemed so shitty and depressing. A few hours later, the sun is up, clouds are gone and the place was a beauty.
I had a huge culture shock flying into Sofia from Warsaw - the road from the airport abuts some pretty terrible old apartment blocks. That city is stuck in the 80s, and not in a good way.
Looks fine, its just winter. Id much prefer this over some uk road with endless rows of copy-pasted terraced housing. It may not be neat and tidy, but it looks like a nice atmosphere over there.
Croatians are lazy motherfuckers when it comes to their own shit because they are not used to having anything. We were always under someone else's command and during the socialist regime things belonged to everyone so no one cared. Now, when everything is someone's belonging it's a shock. The best maintenance in Croatia can be found in the north west part of the country (Varaždin, Čakovec, Koprivnica) because many of them did and still do work in Austria and Germany. The rest of the country is neglected, to say the least. People still take old kitchen appliances and dump them in the woods or in the sea. It's a mental problem.
Like driving through Denmark these days just before spring it appears grey, lifeless and rubble - but as dane i know that all changes in the coming month.
The reason is that the government doesnt require people to maintain the outside of the building. If there is such law which is being also enforced, everything will look a lot better. In Bulgaria is same if not worse. Everyone maintains inside while outside looks like its going to fall apart and its very bad. Hope they will add such law in future because on some places its like after a war without having a war... Just no one cares if the is no fine.
It looks like a typical aging European suburb in winter. Quiet, a little worn, architecturally unremarkable. Perfectly ordinary.
But give it a few months. When summer arrives, the light changes, the trees fill out, people spill into the streets, and the whole place feels completely different. The same buildings, an entirely new atmosphere.

Visiting Budapest and Vienna for the first time after more than 2 decades in Zagreb was a cultural whiplash. Like the vibe is similar but actually maintained through the decades. You can see where centuries worth of Croatian money went. Even old rundown buildings in Budapest look better than ones in Zagreb. First time I visited I just walked around for 2 days and I was swooning over pretty buildings with my GF. And don't get me started on Prague. My jaw was on the floor (and it felt cheaper than Zagreb somehow???).

I've started looking for an apartment recently and like... who tf can buy a 3 mil apartment in Croatia and why would you do that? I've seen insanely good looking 150-200 sqm penthouses in Vienna sell for under 2 mil. And its Vienna. And smaller cities in rest of developed Europe are even cheaper, while income is significantly higher. Median for my current job in Zagreb is 1400 eur, in Ljubljana its closer to 2000 and in bigger German and Austrian cities its 3000-3500.
Completely agree about Vienna, no contest, but maintenance in Budapest becomes even worse than Zagreb as soon as you get out of the very centre and some public infrastructure is a nightmare (Deli train station, for example). The center itself is far from well kept in my opinion, but of course there are plenty of astonishing buildings, as you’d expect from a real capital and not an inflated village like Zagreb.
Oh really? I actually liked Metkovic at least the espresso was way better compared to other places. I’ll be in Omis in two months. I might stop by in Ploce, depending on what time I’m heading to bed and which part of Croatia I’ll be in.
If you're a fan of brutalist architecture definetelly go for it. I kinda like it because it's very different than other coastal towns in Croatia, but a lot of people will say it's ugly and it's even been awarded as the ugliest town in Europe.
Many cities are just like that. In vienna once you leave the center it starts to look just like in the video. I once had a layover in venice, and my neighbourhood was literally like in the video.

This is as real as it gets. The pathetic thing is that many Croats will brag to their neighbors and act like they're the Switzerland of the Balkans. No they're not! Without their huge coastline and EU funds, they would be as rich as Moldova.
These are old buildings, and people living in them most likely don't have the money to maintain them properly. When do get the money, they spend it on an iPhone or whatever, postponing the problem of building maintenance. Besides, Ogulin isn't exactly a rich city.

Buildings are from 70' that could probably survive some sort of nuclear blast as they were built during comunism.

Doors from building are old and not painted freshly. Again, so what. They are building entrance doors, not entrance doors to your flat. If they can close and lock at evening - they work.
Pedestrian crossing isn't painted - you can see that there is a sign there so you know there is crossing and that's important.
Grass is maintained, everything is clean, you are safe to know that you can walk freely and nothing is going to happen to you.
Plus the town was almost at front line during Homeland War in Croatia in 1991.
There was 4th largest weapons warehouse from JNA only 5km away from centar of Ogulin that JNA blew up in 1991. Literally dozen of UXO-s flew from that warehouse into town.
Last year a pyrotechnician died, 30 years after war ended, when UXO exploded that he tried to demine, and it killed him. Whole military complex that they want to demine is probably 150+hectares big.

It's Ogulin. It's a decent small town with loads of natural and cultural heritage. Locations in this video are cherry picked for some reason, you can check it out on street view and see that most of it looks much different.
I visited the Balkan countries and I was amazed how well developed, technologically advanced and industrialized Turkey 🇹🇷 was compared to most other Balkan countries.
I mean... pretty much a typical block-neighborhood found almost anywhere in Europe post WW2 :/ not saying it's beautiful, but the concrete does have a certain charm to it xD
I live in a suburb of Flint Michigan USA…. Often times I will go into the “city”, or what’s left of it that is, to DoorDash as a side gig. Let me tell you a little something about unmaintained. As you drive the streets you see more abandoned run down houses that are quite literally falling apart than actually livable dwellings. There are more shut down boarded up businesses than operating ones. There is garbage littered amongst the streets, sidewalks, and empty lots. It is exceptionally depressing and discouraging to see and be a part of everyday. I will post a video similar to this one, as it evoked strong emotions and made me feel like I can relate. Never been to Flint, but I've been to Detroit and some of its neighbourhoods had strong sweet home 90s vibe with all those bankrupt factories, deserted homes, rundown streets and litter everywhere.

At least in Bulgaria, city infrastructure is maintained by the city taxes. Property taxes are very low. I'm paying like less than 10 times lower tax than my friends in Amsterdam for my flat, although is something like 45% bigger. Business properties city taxes are much more expensive. I think it was 16 times more.
This must be eastern croatia or some small town. Im from Varaždin suburbs it doesn't look anything like that. New streets, led lamps, clean pavements (besides the occasional drunk Nepalese), and police on every corner to fine you if you look at them wrong. However it's the most boring town in existence if you are single and have no kids, or over 20.
What the hell are you even talking about? The architecture is simple, but it’s clean, consistent, and intentional. The streets are the cleanest I’ve ever seen in a middle-class neighborhood. They’re not choked with cars. The sidewalks are wide enough for 4–6 people to walk side by side, and they’re actually level. No stupid, random elevation changes every five meters.
The only remotely valid concern would be security, given how quiet it is. But honestly? If the goal is to take a calm walk, this place is pretty damn close to perfect.
You totally don't have to worry about security there. Violent crime is exceptionally rare in Croatia. If someone tried to rob people at gunpoint, that's banditry. Everyone would get really upset, police would take it as a personal insult and work extra hard to find the bandit and there would be several years of jail time for it. Totally not worth it.
The only danger in Croatia is football matches, if hooligans mistake you for the opposing team fan.
This is the trade off. There are pretty cities but like in US your children practice death drills for inevitable school shootings. In Split, despite some ugly buildings, dogs shitting on sidewalks and graffiti, it’s very safe for children. They can walk home from school and play in the streets without fear of abduction or violent crime.
And around a corner there is a large park, trees, grass, walkways etc. On the other side there is a castle from early 16th century, with a museum. It is over a river cliff, an awe inspiring view you would not expect considering the town is on flat. It has some very nice point, all of it is small, but nice.
Actually security is the best part of living here. In most parts of the country, crime rates are extremly low, other than white collar crime of course- in that we are on Olympic levels. If you keep away from football "fans" or certain minorities you're fine. But both those groups are easy to spot and avoid
Many of the appartment buildings in this video were built by the state in the communist era and were state-owned. After the appartments were bought by individuals there was no one left to take care of the facade, so most are dilapitaded by now. It's the Balkans and individual owners usually cannot agree to renovate the facade.
This is much better than the rest of the Balkans. Looks like some slightly poorer neighborhoods in Austrian Cities. But it's clean, regulated... I would celebrate the moment our towns look this well planned, with walkable sidewalks and everything

I mean this is bad compared to Slovenia or western Europe in general, but not so bad or even much better compared to some east, south-east european countries. The more east you go, the worse, I suppose.
Even we have places where you could make such video and claim why it looks unmaintained. E.g. parts of the main square in Oberwart look depressing in winter.
Honestly, the only thing it really misses is green. I was pretty surprised by how different the former Yugoslav countries are in terms of greenery than, say, Romania or Ukraine. Adding a few trees and bushes there, would make wonders.
So much bureaucracy makes practical action here nearly impossible. It also paved the way for corruption, causing funds to disappear. We got affair after affair.
I am connected to certain multinational, and more than one major client (located in eu!)has passed on working with us because the volume of permits and documentation required by the state, and also the time frame to get them (biggest reason) even before starting anything logistical with our firm, made it not worth the effort and expense. And i hears the same story few from other firms in business as well.
But to be fair, as far as i am aware, it is not just croatian thing, whole balkan is the same in that regard. It is getting easier and better though, we have come far, but it still needs work.

At least you have locations like Durbovnik, Split and Stari Grad which are spotless and you kept the traditional setting of those places.
In Greece, in Thessaloniki and Chalcis medieval walls existed in the harbor up until the early 1900s and they demolished them to "open up space for trade".
But that's what happens when every leader is short sighted, interest in making quick profit for themselves instead of leaving a legacy.
I'll share one factor: bad laws about apartment buildings. Apartment buildings have shared ownership, but if you want to renovate a building, you need to get over 80% of the owners for it - which is impossible to get. You always have old people who don't want to pay more, or owners who are living somewhere abroad, and it's hard to contact them.
This way, it's often the case that buildings from the Yugoslav era did not receive any funding for renovation in the last 50 years.
Truly us in (Eastern) Europe do not know how blessed we are. I have to work in Riyadh for a couple of months per year and I would take walking around this place in Croatia over walking around Riyadh any day of the week.
Mate, you just came at the wrong time. If you come during summer it will give you nice summer rustic vibes, while in the winter you get Hollywood eastern Europe filter.

I overheard last day when someone said that consciousness is on individual level and not on social level in all of the ex Yugoslavia. That means: in almost every so sad looking buildings, most of the apartments are nice and clean, if not luxurious sometimes. That's individual consciousness. But when you step outside, hall of the building, yard and streets you may step into the shit or garbage or something similar. And that is social consciousness, which is on very low level.
The answer is that this is the town of Ogulin. It is a word in Croatian jargon for godforsaken city. Jokes aside, it is a selection of bad looking streets in Ogulin, even if making a selection of streets in Ogulin is hard, as there are only few city streets. It is a small city, so it is quite normal.
I was going to say that this is my home country Bulgaria… literally looks the same… but this is exactly “the mental walk” … simple walk for half an hour in these type if surroundings and you realise that your worries and problems means nothing…

In Zagreb, cars are parked not only on the sidewalks, but also in the middle of the road. Many times, random cars blocked the archway to my building entrance, which made it difficult for people to get home from work. There is a big problem with parking here.

Cars are parked all over the sidewalks, at least in Split. But where ever this was filmed is clean. In another month or two those streets will start to bloom. I get what OP is on about, many other countries paint/maintain their buildings much better. In Split there is so much graffiti- not the nice kind.

It really used to be the pearl of the Adriatic but it's in a bit of a bad middle ground now. It's too famous as a tourist destination so the main city streets are to expensive for locals, and it has pushed them out.
Old businesses and industries have left and new ones are coming in, but pretty slowly, especially since it only has about 200K people.
The commie blocks are pretty bad but the money coming in is starting to improve the local infrastructure. It's being spent decently well when I compare Split to other governments, but it is taking a while since there's just so much to fix for a small population.
It's also like the Naples of Croatia, so full of soccer hooligans

I get you - I moved here after being a summer tourist on the coast for years. I imagined Croatia was not this corrupt and messed up - it’s shameful and the people are super nationalist as a generalization - they’ve made me like the country a lot less than I did before. It’s not that what you filmed is the worst of the worst but when the center of the capital city turns tourists off - there’s a problem.

This wasn't filmed in the center of Zagreb, but yeah...downtown Zagreb is hit or miss because most of the houses, including really nice classicist architecture and palaces, are private property and the owners either don't give a f, or can't agree or are often too old. The rules aren't enforced, so here we are. The very heart of the city looks nice, but as soon as you move a few blocks away from it, the facades haven't been painted over in decades. The city center has been built in that typical rectangle block style so, since they aren't seen from the streets, the inner courtyards in the middle are in an even worse shape than those facades.

Nah...it's actually closer to 3.9 million - it had dropped to the all time minimum at 3.85 mill. in 2022. but that's when the trend of losing population got reversed. Not because of the birth rates improving or anything like that, but overall, more people started returning than leaving. Basically within the last 3 years, the population has bounced back to 3.87 million - same as it was at the 2021. census. Those are just the citizens, because we have this weird system whereby the citizens are listed separately from the immigrants...and oh boy, have we gotten a lot of immigrants after covid. As of last year there were 180 thousand immigrants with permanent residency in Croatia, meaning the actual population is around 4.05 million.

Another person could choose a nice day and paint the same town in completely different way. They could walk by Frankopan castle, through the main park, etc. I've been in centre of Ogulin during winter and shitty weather but went to check out castle, parish church, had a drink at the local hotel, and walked by Đulin ponor (river Dobra becomes subterrenian there), and while town was rather empty (winter and shitty weather), I thought it looked really lovely.

Croatians are lazy motherfuckers when it comes to their own shit because they are not used to having anything. We were always under someone else's command and during the socialist regime things belonged to everyone so no one cared. Now, when everything is someone's belonging it's a shock. The best maintenance in Croatia can be found in the north west part of the country (Varaždin, Čakovec, Koprivnica) because many of them did and still do work in Austria and Germany. The rest of the country is neglected, to say the least. People still take old kitchen appliances and dump them in the woods or in the sea. It's a mental problem.

But give it a few months. When summer arrives, the light changes, the trees fill out, people spill into the streets, and the whole place feels completely different. The same buildings, an entirely new atmosphere.

Visiting Budapest and Vienna for the first time after more than 2 decades in Zagreb was a cultural whiplash. Like the vibe is similar but actually maintained through the decades. You can see where centuries worth of Croatian money went. Even old rundown buildings in Budapest look better than ones in Zagreb. First time I visited I just walked around for 2 days and I was swooning over pretty buildings with my GF. And don't get me started on Prague. My jaw was on the floor (and it felt cheaper than Zagreb somehow???).

I've seen insanely good looking 150-200 sqm penthouses in Vienna sell for under 2 mil. And its Vienna. And smaller cities in rest of developed Europe are even cheaper, while income is significantly higher. Median for my current job in Zagreb is 1400 eur, in Ljubljana its closer to 2000 and in bigger German and Austrian cities its 3000-3500.

Completely agree about Vienna, no contest, but maintenance in Budapest becomes even worse than Zagreb as soon as you get out of the very centre and some public infrastructure is a nightmare (Deli train station, for example). The center itself is far from well kept in my opinion, but of course there are plenty of astonishing buildings, as you’d expect from a real capital and not an inflated village like Zagreb.

These are old buildings, and people living in them most likely don't have the money to maintain them properly. When do get the money, they spend it on an iPhone or whatever, postponing the problem of building maintenance. Besides, Ogulin isn't exactly a rich city.

What is unmaintained here?
Buildings are from 70' that could probably survive some sort of nuclear blast as they were built during comunism.
Facades are gray and not recently coloured, but so what..
Doors from building are old and not painted freshly. Again, so what. They are building entrance doors, not entrance doors to your flat. If they can close and lock at evening - they work.
Pedestrian crossing isn't painted - you can see that there is a sign there so you know there is crossing and that's important.
Grass is maintained, everything is clean, you are safe to know that you can walk freely and nothing is going to happen to you.
Plus the town was almost at front line during Homeland War in Croatia in 1991.
There was 4th largest weapons warehouse from JNA only 5km away from centar of Ogulin that JNA blew up in 1991. Literally dozen of UXO-s flew from that warehouse into town.
Last year a pyrotechnician died, 30 years after war ended, when UXO exploded that he tried to demine, and it killed him. Whole military complex that they want to demine is probably 150+hectares big.

I live in a suburb of Flint Michigan USA…. Often times I will go into the “city”, or what’s left of it that is, to DoorDash as a side gig. Let me tell you a little something about unmaintained. As you drive the streets you see more abandoned run down houses that are quite literally falling apart than actually livable dwellings. There are more shut down boarded up businesses than operating ones. There is garbage littered amongst the streets, sidewalks, and empty lots. It is exceptionally depressing and discouraging to see and be a part of everyday. I will post a video similar to this one, as it evoked strong emotions and made me feel like I can relate. At least in Bulgaria, city infrastructure is maintained by the city taxes. Property taxes are very low. I'm paying like less than 10 times lower tax than my friends in Amsterdam for my flat, although is something like 45% bigger. Business properties city taxes are much more expensive. I think it was 16 times more.

This must be eastern croatia or some small town. Im from Varaždin suburbs it doesn't look anything like that. New streets, led lamps, clean pavements (besides the occasional drunk Nepalese), and police on every corner to fine you if you look at them wrong. However it's the most boring town in existence if you are single and have no kids, or over 20.

What the hell are you even talking about? The architecture is simple, but it’s clean, consistent, and intentional. The streets are the cleanest I’ve ever seen in a middle-class neighborhood. They’re not choked with cars. The sidewalks are wide enough for 4–6 people to walk side by side, and they’re actually level. No stupid, random elevation changes every five meters.
The only remotely valid concern would be security, given how quiet it is. But honestly? If the goal is to take a calm walk, this place is pretty damn close to perfect.

You totally don't have to worry about security there. Violent crime is exceptionally rare in Croatia. If someone tried to rob people at gunpoint, that's banditry. Everyone would get really upset, police would take it as a personal insult and work extra hard to find the bandit and there would be several years of jail time for it. Totally not worth it.
The only danger in Croatia is football matches, if hooligans mistake you for the opposing team fan.

This is the trade off. There are pretty cities but like in US your children practice death drills for inevitable school shootings. In Split, despite some ugly buildings, dogs shitting on sidewalks and graffiti, it’s very safe for children. They can walk home from school and play in the streets without fear of abduction or violent crime.

And around a corner there is a large park, trees, grass, walkways etc. On the other side there is a castle from early 16th century, with a museum. It is over a river cliff, an awe inspiring view you would not expect considering the town is on flat. It has some very nice point, all of it is small, but nice.

Actually security is the best part of living here. In most parts of the country, crime rates are extremly low, other than white collar crime of course- in that we are on Olympic levels. If you keep away from football "fans" or certain minorities you're fine. But both those groups are easy to spot and avoid

Many of the appartment buildings in this video were built by the state in the communist era and were state-owned. After the appartments were bought by individuals there was no one left to take care of the facade, so most are dilapitaded by now. It's the Balkans and individual owners usually cannot agree to renovate the facade.

So much bureaucracy makes practical action here nearly impossible. It also paved the way for corruption, causing funds to disappear. We got affair after affair. I am connected to certain multinational, and more than one major client (located in eu!)has passed on working with us because the volume of permits and documentation required by the state, and also the time frame to get them (biggest reason) even before starting anything logistical with our firm, made it not worth the effort and expense. And i hears the same story few from other firms in business as well. But to be fair, as far as i am aware, it is not just croatian thing, whole balkan is the same in that regard. It is getting easier and better though, we have come far, but it still needs work.

At least you have locations like Durbovnik, Split and Stari Grad which are spotless and you kept the traditional setting of those places.
In Greece, in Thessaloniki and Chalcis medieval walls existed in the harbor up until the early 1900s and they demolished them to "open up space for trade".
But that's what happens when every leader is short sighted, interest in making quick profit for themselves instead of leaving a legacy.

I'll share one factor: bad laws about apartment buildings. Apartment buildings have shared ownership, but if you want to renovate a building, you need to get over 80% of the owners for it - which is impossible to get. You always have old people who don't want to pay more, or owners who are living somewhere abroad, and it's hard to contact them.
This way, it's often the case that buildings from the Yugoslav era did not receive any funding for renovation in the last 50 years.

I overheard last day when someone said that consciousness is on individual level and not on social level in all of the ex Yugoslavia. That means: in almost every so sad looking buildings, most of the apartments are nice and clean, if not luxurious sometimes. That's individual consciousness. But when you step outside, hall of the building, yard and streets you may step into the shit or garbage or something similar. And that is social consciousness, which is on very low level.

The answer is that this is the town of Ogulin. It is a word in Croatian jargon for godforsaken city. Jokes aside, it is a selection of bad looking streets in Ogulin, even if making a selection of streets in Ogulin is hard, as there are only few city streets. It is a small city, so it is quite normal.
