How do I turn this radiator down?

I've got the same problem. I've burnt my hand many times on the hallway rad. I've always had rads that you could turn down individually?

No thermostat on it to regulate temperature just 2 lockshields . Usually you have one rad on the system like this so that even if all the others are turned off the water will still flow if the heating is on( usually a towel rail or bathroom radiator is the one chosen) Partially closing the lockshields down will only restrict the flow of water through the radiator but the temperature of the water will still remain the same. Changing one of the valves for a thermostat so it can be adjusted is the solution i think

Ignore that last line. Do NOT add a TRV to the one radiator in the system without them. Having one free flowing radiator is an essential safety part of the system to protect the boiler.
The radiator TRVs open or close to let hot water from the boiler flow through them depending on what temperature you set them at. If you put TRVs on all radiators and they are turned down then once the house gets warm enough the TRVs will all be closed. However, the general room thermostat is what tells the boiler (and crucially it's water pump) to be on or not. If the thermostat is still telling the boiler to be on but all the TRVs are closed the pump has nowhere to pump the water and strains away trying - you quickly burn out your pump whilst also over pressuring components and pipes in the supply side of the system leading to more damage to boiler components and leaks. All that ends up being very expensive to fix.
Just turn the heating temperature on the boiler down (not the room thermostat). As a side benefit you'll get a more efficient boiler and lower bills.

All the other radiators can be turned down except 1.
That is the one that can't be, so the water being pumped around the system isn't stopped by all the radiators being turned off.
If it's getting too hot, turn it down from the boiler, turn down the water temperature for the central heating.

This. The boiler should have a temperature setting for tap water temp and radiator temp. If it is so hot it is burning clothes then it is too hot. Set it a bit lower.

If the radiator is in the same room as the thermostat it intentionally isn’t fitted with temperature control.
Also it sounds like your boiler flow temperature is way too high. 60*c is plenty.

We have the same the “fully open” radiator is in the hallway where the thermostat is. This is by design so that the thermostat will not continuously call for heat from the boiler as there is a radiator that will heat up the hallway so the thermostat will reach the set temperature and turn off the demand for heat from the boiler. If that radiator is too hot then you should turn down the flow temperature for the heating at the boiler - note by doing this it will mean that rooms take a bit longer to get up to temperature but it can also mean your boiler runs more efficiently. Your hallway radiator and thermostat effectively control when your heating is on with the room thermostat on each radiator control the temperature of that room.

You don't. It's an open radiator installed in a closed system so pressure doesn't build up.
