IMO it is.
I’ve shot salt water drenched, rust encrusted, several year old steel shot for waterfowl. Like I’m talking most people probably wouldn’t even think about chambering. I had about 75 shells like that and they all shot and cycled. Most were 3 and 3.5in Winchester bottom dollar steel 12 gauge shells if that matters.
Is it safe, probably. The description says these have been cleaned. I’m assuming light tarnish/discoloration on the shell.
I’m not a lawyer, or a medical professional so don’t take my word on it. I’m also not liable if anything happens. Make sure the wad/load comes out and it should be fine.

For clays I shoot #8 normally. This ammo will be used primarily in a general purpose bay at the range for fun blasting soda cans on the berm.
Typically I buy ammo by the pallet. I'm still shooting through the 50,000 rounds of 22lr I bought during a sale back in 2018. I shoot 650 rounds a week on the low end so I buy bulk whenever it's a lucrative sale, even if it'll take 10 years to shoot it up.
