No. AMEs are supposed to notate them, though.
If they're self harm scars, yes.

I have a 10" scar on the outside of my left leg from having it reassembled. The scar is no problem, I reported the surgery with no documentation or anything else nobody cares. 13 years later Surgery == Yes, explanation "previously reported no change" and off we go
Since yours was vascular check with your AME what if anything they want for documentation from your PCP _before_ you go in and they will issue in the office if they can

If you admit everything on the medxpress, and the AME is ok with it, it's a non issue

No, not the scar. However, whatever caused the scar might be grounds for denial, e.g. if it's a chest scar from open heart surgery. The scar won't get your medical denied, but the heart surgery that caused it will.
I have a huge and obvious scar on my wrist and down my forearm from having put my hand through a glass door when I was 15. It has never been a problem on the medical. The underlying cause of the scar (the injury) gets a question from the AME so the AME can satisfy themselves it's not aeromedically significant. Some AMEs will ask me to squeeze their hand in order to check the functionality of the hand to confirm it's not aeromedically significant.
