Windows Server / Time Synchronization

I am curious as to what other sysadmins are doing to keep their windows networks all in sync.
Lately, more and more I am seeing domain joined hosts that just will not sync their time from a domain controller for love nor money.
In most of these cases the time source becomes "Local CMOS"
I have tried multiple guides online and usually what I end up doing is giving up and setting an NTP server on the workstation side which is not ideal
Does anyone have any sort of SOP for doing this, or any advice on best practice?
