What low-effect things can individuals do to better our country?

>What is wrong with you that you wouldn't report this to the police? Years of living with a police officer taught me just how much paperwork they have to do. The rule is (within their constabulary, at least) that you can't start the next job or go out on patrol until you've finished the paperwork for the current one. So, looking into a case such as "my son stole my packet of cigarettes" or similar could sometimes take 4 hours - that's nearly half the shift! That's 4 hours he can't be walking the street, or ready to respond to an emergency call, or arresting a known bad guy, or driving round sketchy areas of town. This means that sometimes a crime is reported, and there's no one who can respond to it, so it either needs to wait, or someone from the next police station over has to respond, which increases the response time. One time, a serious (like terrorism, but not quite) incident occurred, but he was in the middle of interviewing a suspect about a small jewellery theft, so couldn't respond. Though thankfully in that instance, there were enough officers who could respond. So whilst I agree with another commenter who says not reporting crimes deflates the crime statistics, I also think that we need to be mindful not to waste the time of the police officers we do have.
