What would you change about American emissions/fuel economy laws and regulations to both encourage more fuel efficient vehicles and stop having massive pickups/SUVs dominate the market?

I think the fuel efficiency regulations as they currently are force manufacturers to build bigger vehicles that more easily can pass more relaxed fuel economy regulations, which are then marketed heavily to the general public. This overall increases emissions and reduces fuel economy at the national level and is the opposite result of what was intended. I would love to have more choices of compact sedans which can be easier to use in an urban environment and compact pickup trucks and I would actually buy them.
