Stuttering from Recent Upgrade to 5070 ti, Possible PSU issue?

I have recently upgraded my gpu from a 3060ti to a 5070 ti after installing my new gpu. I then started to notice stuttering and my screen freezing. I have tried reinstalling my gpu and tried to reset my pc but nothing worked. I troubleshooted by installing my old gpu and everything ran smoothly. To fix the issue, I brought it to a technician and he told me that my psu could be the problem and I might need to change it to a 850-1000W psu.
Has anyone experienced this kind of problem? Did you need to upgrade to a new psu

Cpu- I5-12600k
Ram-16x1 3200 Ddr4
Gpu-5070Ti
Nvme-Samsung 980 Pro 1T
Psu-CoolerMaster Masterwatt 750 Bronze

In case you never fixed the issue, what fixed it for me was going into the bios and switching my pcie lane speed from AUTO to Gen 4. I think it was automatically picking gen 5 which was the problem.

Use DDU in safe mode. If that doesn't help fresh Windows

What about the GPU driver? Have you performed a clean reinstall to the latest version after installing the 5070Ti?

What games do you play and at what resolution?
While a PSU can be an issue, my experience when a PSU doesn't get enough power is that the system shuts down, you could underclock your card or limit power to make sure the PSU isn't giving you problems.
However if you play on 1080p or play heavy CPU limited titles you could be dealing with a CPU bottleneck here.

Hello! The stuttering problem starts immediately when I turn the pc on, so it’s not really possible to play any game as it has difficulty booting
