Why do we handle weather so differently around the US?

I'm from Wyoming, and have lived here my entire life. I'm not talking about snow and ice. I understand why Texas doesn't have snowplows, when they rarely need them. I'm trying to learn why other states shut down at 40+ degrees and my kids went to school when it was 2°F this morning and it was truly business as usual. Tonight the wind chill will be -25°F and they will head to pep band (indoors). Some people have said it's all what you are used to, but this happens every year, so why aren't other states used to it? Or are there better answers? Thanks
