Police officer here. Have arrested maybe a dozen people during my career who have jumped in canals and rivers. If it's a river, it's quite dangerous and I'll either throw them a lifebelt, or encourage them, or seek the fire service to get a boat. Worst case scenario I had to commandeer a boat (narrow boat in my case) but thankfully they got out before that. The official guidance is to never get in the water with them. If it's a canal I can just wait. Arresting wet people is annoying because you need a van to transport them to custody and their clothes stink so you have to get them changed. Canals are more shallow than people think too. There is no official policy on it, other than whatever you're arresting them for isn't worth them drowning. If I had to nick someone in a swimming pool I'd get them to turn the heater off for that pool and seek to get a colleague on each side of the pool.

The Fire and Rescue services are the emergency service with statutory responsibility for water rescue on non-tidal waters, whilst the police remain responsible for Search and Rescue. For tidal waters it is HM Coastguard.

Many years ago I was n court one warm Friday afternoon when the case came up of a chap who had stolen a narrow boa and started the world's slowest police chase. The canal was wide enough that by staying in the middle, he was too far off for anyone to jump onto the boat, so the police were strolling along the tow path, chating to him and waiting until he reached a lock or bridge. Prosecution and defence lawyers engaged in a little game of 'how many wate / boat related refernces can we get into our submissions.. (The chap concerned was, I think, well known to the police and under the influence of various substances at the time, I think he had ben running away from the police after abadonng the car he had nicked, and made a poor chpice for his next getaway vehicle..)

I used to do security for big events and I had a similar situation where a very angry lady jumped into the swimming pool (in her expensive dress) to avoid being escorted out. I just sat and had a smoke until she realised an outdoor pool in March is really quite cold and going home was probably the best idea after all.

Its called good practise. Putting hands on the suspect reinforces the fact to the person that they are being arrested and are not free to walk away. It's taught in training that you take hold of them, even with compliant prisoners.

It was taught by my OST trainers. Right from initial training. Part of the arrest is taking hold of the suspect. Arresting somebody is a use of force. They don't usually want to be arrested so taking hold of them just enforces the fact that they have no choice in the matter.

They don't have to confirm anything. The 'do you understand?' bit isn't a requirement and it refers to their rights, not the fact they're under arrest. Even if they don't respond or say they don't understand, all that's going to happen is that their solicitor (or whoever) is going to be asked to explain it to them to the point that it's reasonable to expect that they do fully understand the implication of anything they do or don't say, with appropriate recognition of any language or mental capability issues.

Just drop about 100 pounds of SAP ( super absorbent polymer into the pool. It would take much less than 30 seconds to go to a gel. Same stuff used in quality diapers, women's sanitary and urine pads, and some bandaging. Also good for firefighting if applied over a surface, then wet down. SAP is produced in Greensboro, NC, at the Stockhausen facility

True, bu most pools arent particualrly warm, if you aren't actively swimming you start to feel cold after a while, and there might be additional heating of the surrpunding area that can be turned off, or windows that can be opened, so cool down any bits that aren't under water. I suspect that there might be H&S objections to draining the pool while there was someone in it, but adding extra (cold) water might be an option

Not necessarily. The pool near me is often shut because the heating turned off overnight. It takes them a very long time to get it warm again, even when they can open it again because the temperature is technically acceptable, it still feels very cold. And that’s just from the heating being off for a few hours - water feels cold even at 20 degrees. They’d probably get tired/realise there’s nowhere for them to go and give up before they’d get cold though

As one cannot stay in a pool forever the police would evacuate the pool, cover all exits and wait for the nutcase to calm down, then arrest them when they tried to leave. Same as they do in every situation. I had my road cordoned off for a while because one of my neighbours went nuts with a samurai sword when I was a kid. They don't rush armed nut jobs, even on dry land.

I was staying at a very fancy Indian hotel. It was a very sunny day and I’m one shade from pale blue, and react to sunlight much like a vampire. So I usually go full on with the factor 50, T-shirt and hat. So there I am, having a lazy float in the pool and there’s a poolside kerfuffle. Seems I had flouted some rule about being clothed in the swimming pool. They were not happy, and demanded I left the pool immediately. I said “make me”… reinforcements were called for and someone arrived with a pool net, for scooping leaves. Then they stood there all arguing about how to deploy the net. At this point my hosts asked politely if I’d mind stepping out the pool whilst they sorted it out with corporate. So I graciously left the pool. But I was kinda disappointed to not find out how they planned on exiting me from the facility.

Waiting gamr. And if theyre intent on nicking you. Theyll hang around until youre out of the pool. If they conider you too dangerous or too much of a flight risk they'll just hop in and get you. A significant amount of british police standard issue equipment is waterproof and this includes clothing.

Heart attacks(well cardiac arrest, but most people conflate it with a heart attack) is literally a all hands on deck thing, the closet unit will be sent just to get pads on, blood pumping and in terms of paramedics start ALS, it's a literal every second counts kind of event.

The pads would be for the defib but that's not part of CPR, that's a separate intervention You could defib without CPR or vice versa. CPR is the compressions and breaths to keep oxygenated blood flowing

Yeah sorry meant defibrillator, pads is just slang, not all police cars carry one but they massively improve the chance of return of spontaneous circulation in pre-hospital settings for shockable rhythms(, not all cardiac arrests can be shocked) , CPR is just getting the boob pumping to keep oxygen getting where it needs to.

Just to add to what everyone else has said about it being an all hands on deck thing - if someone collapsed at a gym / leisure centre then most likely the cardiac arrest has been witnessed, the person is youngish, and they were fit enough to be exercising. All of those things give a much higher chance of survival. So this is a case where you'd throw everything at it, in a way you might not if an 80yo had an unwitnessed cardiac arrest at home. FWIW I knew someone who this happened to - she was in her early 20s, and collapsed with a cardiac arrest in an aerobics class. She survived, mainly because there was a defib on site and the staff were CPR trained. Turned out she had an underlying heart condition, with no prior symptoms.

All that means is 7 cars were nearby and available. It's a race to be the first with a defibrillator. Literally every second counts, so you all run and then leave once you know you are not needed. It can also be optimal to have multiple units; HCP is exhausting so you swap over frequently, keeping a scene clear can help massively as people do dumb things often that can hinder efforts, if air ambulance is landing it will sometime not be close and a blue light will.bring them frommlamding spot to incident. So yeah, that numbe4 is completely feasible.

Should! It might work. There might be people competent enough to use it effectively. Defibrillator's are used in conjunction with CPR that again people often don't know how to do effectively. I you assume any of these things people die before, so the police, ambulance, fire, will all run if available.

Yes. 7 is a fair amount, but police - and usually numerous - attending a cardiac arrest in public is always going to happen. First and foremost there’s the lifesaving perspective of turning up to give some quality CPR and use a defib if carried in the car. Every time I’ve attended one in the past we’ve either beaten the ambulance or turned up at the same time - not that it’s a competition, but everyone will drop everything and go to one. There’s also an investigation side. Until *exactly* what’s happened becomes clear, that location is going to be treated as a crime scene. Nobody knows if that’s a murder or attempt at one that’s just occurred and it has to be treated as such until things are deemed non-suspicious. Maintaining a scene, even after a patient has gone to hospital, takes a lot of cops depending where.

Actually had this happen a couple of years ago (no weapons - crims were just being assholes and entered without paying). The staff got everyone else out of the pool and then waited for the idiots to get bored and leave. Police were waiting just outside and grabbed them when they left.

I guess I can understand the reasoning, but it kind of sucks that actually dealing with the crime causes more problems than the actual crime. The pool didn't get any money all that time, the legitimate users weren't able to swim and the actual criminals aren't going to get more than a slap on the wrist.

This is why I’m on Reddit. In my head… The police would drain the pool (takes 2-3 days) while they establish a perimeter of 4-5 trainee coppers to keep guard with truncheons out. Once fully drained they would send in cleaners with mops to make sure the pool bottom was dry so the cops and knife man didn’t get hurt. Then and only then would they deploy 20-25 cops in a ring to overcome the hungry, tired and weak baddie.

I'm pretty sure Toto Und Harry (two German cops in the Ruhrgebeit. I thought they were from Hamburg, but a friend assures me they were from Bochum) had this problem. A woman had been told to leave the premises, but she refused to get out of the pool. The police were called and one of them had to strip down to his vest and trousers and get in the pool. As soon as he got in she just climbed out. Lol.

Not the police, but I once saw the leisure centre security guards trying to throw out a bunch of rowdy lads (young adults) who were acting like dicks in the kids splash area. They just refused to get out and swam away to the middle of the pool, everyone was watching to see what the security fella would do, and he just shrugged and walked off. So disappointing. I was hoping they'd release a team of trained otters to drag them out or something
