Believe it or not race cars and passenger cars have different design.  HANS requires a roll cage, a proper seat, a many-point harness and a helmet. For one this makes it incredibly hard to do head checks and drive a car backwards and corner in carparks etc as opposed to straight in a race car. HANS was primarily to prevent basilar skull fractures - where your head whipped forward while your body is rigidly tight in the harness. For one that's not a huge problem in passenger cars. Passenger car seat belts aren't quite as rigid, there's a little give before they tighten. And you have the air bags to cushion your head in a way the race car does not. If you're not doing roll cage, seat, harness, helmet the HANS is fairly pointless.

I have a HANS. You need a harness and you can’t buckle it without a friend touching your dick on accident. It’s not the thing you can just ask a stranger to do when you’re leaving the grocery store.

It would only help in a very limited subset of accidents that are not common in the real world, and the rest of the time you'd be severely compromising comfort and visibility by wearing a helmet and HANS. No upside here.
