GPU memory clock at max? RTX 5070

I just finished building my pc (or rather upgrading it with new mobo, cpu, gpu and ddr5 ram) and i noticed when i installed MSI afterburner that my MEMORY clock is maxed out when doing literally anything. For example, when i scroll down on my browser, or when i move a window (any window) across the screen, it maxes out to 14000MHz and then it drops down again to 405 MHz. I didnt overclock anything, i use afterburner only for the on screen display to see how my pc performs during gaming. I use a 240hz monitor and my second monitor is basically just for discord (60hz). Are these memory clock speeds normal?

I have the same problem with my 5070. The bad thing is that I use Wallpaper Engine and it almost always stops at 14001. I don't know if this is bad in the long run. This didn't happen with my 3060 Ti.

So is it just like... the GPU is updating what im seeing on my monitor so it needs to use its memory? Just trying to understand it. Thanks for the quick reply :D
