Are inflation payrises not standard?

I work at a company which was acquired by another larger company this time last year. Both are fintech (financial technology) companies. We used to get a standard inflation payrise every year. Everyone would get a rise of roughly what inflation was at that time, so around 3% currently. The new company doesn't do this. Some will get payrises based on performance reviews. Some won't. Is this usual/normal? For those who don't get payrises it's essentially a paycut. I was already thinking of leaving but this has sealed the deal really.
