Do people from the North actually feel colder than people from the South, or do their bodies adapt like penguins?

I’m not trying to be funny, I’m genuinely confused. I moved from the South to Manchester and I swear everyone here is wandering around in T-shirts in December while I’m dressed like I’m trekking across the Arctic tundra. Is there an actual biological difference? Like, do Northerners produce more heat? Different fat distribution? Extra layers of skin? Do their nerves stop registering cold after a certain latitude? Or is there some secret Northern training programme I’ve missed? I need answers before I freeze to death walking to Tesco.
