Do new build area typically have higher kerbs?

Standard kerb height should be 100mm to 125mm from top of carriageway to top of kerb. Its reasonably common for councils just overlay these roads with 20mm ish of asphalt (not ideal) or plane and inlay but that sometimes adds more height. Either way its common for this height to be reduced due to the height of the carriageway raising due to maintenance works. Sometimes kerbs can settle too but that's likely only 5mm max before it starts becoming a crack in the path. Roads constructed before the standards might also have smaller kerb heights So in short the new build is probably to standard but the existing roads have had the height reduced due to maintenance activities.
