Do I need a dehumidifier?

I live in a new build home (built this year). There are trickle vents in every window which I leave open 24/7. I also open the windows for at least 15 minutes a day, in the mornings.
I still feel like my house is quite cold, and takes ages to heat up when I turn on the heating. No doubt, the trickle vents are letting in cold air. I don't know what the humidity levels are in the house.
Do I need a dehumidifier, despite opening windows and trickle vents? This is a silly question, but for people who have one, do you move it from room to room? And how often do you leave it on for?
