Why do people say the Balkans are underdeveloped and poor when Vienna is literally always in the Top 3 cities to live in?

Half of these balkan countries still live off of what Vienna left. Go to Zagreb. Austrians built half of that city. Croatia still operates the same train network that the Austrians built. (although the network is even smaller now) Go to Sarajevo and leave the small ottoman city center and you will see blocks of Austrian built houses. That city was only 50 years under Austrian rule and still they invested heavily. Šibenik, Croatia was the first European City with electric lighting. All financed by the Austrians. There is a reason, why Croatia and Slovenia were the economic powerhouses of Yugoslavia. The Austrians bought the social peace with heavy investments in the cities and infrastructure. The Austrian empire was the best thing that happened to us Croatians, because our own people are too tribalistic and narrow minded to even think about the progress for society instead of criminally enriching yourself. Over the last century we fought so much for our national freedom for it in the end to turn out as the freedom to destroy our home ourselves.
