How the heck do I handle driving in crappy road conditions like black ice along with strong headwinds?

I'm planning to get a better e-bike if I can't get a vehicle. My current crappy e-bike was a nightmare because I don't have the proper tires and that bike's pretty much on its last legs anyway. I got blown into the damn road by the headwind and I ended up sliding and wiping out in the middle of the road. For this time of year am I going to need studded tires the whole time are those the best option?
