what do you do when you can't trust your techs?

I've been escalation point for the past couple of years and I always try to involve the helpdesk with some more complicated tasks, so they can improve over time, but there are certain things, that no matter how many time I repeat it, they still keep doing it. how do you handle it? I feel angry every time I see it but I dont want to become bitter and unlikeable a few example include local admins, giving permissions via username and not via security group, misconfiguration, etc...
