Tuttio ict or GT73 pro

My city is starting to impound all bikes that look like dirt bikes so I’m leaning towards the tuttio but I want the gt73 pro but I’m worried they will impound it. I won’t be wheeling or doing crazy tricks either. Any advice would be appreciated.

You know the answer.
If the cops are impounding illegal electric dirt bikes, then if you buy an illegal electric dirt bike, it will be impounded.
You will have to pay to get it out of the impound yard, which is hella expensive. But once you get it back, you can't ride it. And you can't sell it, because no one else can ride it either. So it sits in your garage and rusts.
And you won't just have impound fees. You'll get a ticket(s) that you'll have to pay. And assuming that you are able to get a license when you turn 16 (I've heard that having violations can mess with that) then you'll have points on your license. Which means your insurance, which is already crazy because you are young, is even more crazy than usual.
The costs will easily run into the thousands, especially adding in years of high-risk insurance premiums.
The cops have been slow to respond to the surge of illegal motorcycles, but they are more engaged every day. You can defy them, but they will make sure that it costs you dearly.
Go to a local shop and tell them you want an ebike that's legal for you area.

Anyone have advice?

Sure. Get a legal bike and ride it responsibly?
But I'm guessing that's not the advice you were looking for given the two bikes you mention.
Or ... get either of these two e-motos and ride them off-road where permitted.

Thanks

And finally, my cargo bike can tow by using the side rails or by removing the front wheel and using the fork mount.

Here's my first tow e-bike. I'm doing the trike because it should be more stable when loading bikes on the rack and easier for other people to use.

So I was noodling this a bit and it occurs to me that your issue may be in getting the e-moto to the off-road place to ride it. Maybe build a tow bike that is legal to transport the e-moto. Here's a low buck trike I'm in the middle of refining.
