Chrysler was sitting on a pile of cash when Daimler acquired them. While Daimler allowed them to actually spend it on future products they also forced them into supplier arrangements that were less than favorable. They're also responsible for the lack updates to the PT cruiser and deciding that the Caliber would be a good Neon successor which destroyed the strongest momentum they've ever had in the small car space. Everything was on a good track under Sergio and then fell apart in power vacuum that followed. They were kneecapped right before a huge merger and PSAs hubris ran it all the way to where they are now.
