Hot Air Balloon? Weather Balloon?

So I'm looking at flight tracker and see this. I tried googling it but got something saying it was over India at one point and had landed. I've never seen this icon before (but I'm usually watching the JFK area, not the west coast). Sorry for the ameteur hour question. I just want to know what I'm looking at.

Wow. That is really interesting if you read through it. I knew there were weather balloons but I never thought (other than maybe those Chinese balloons over the US) that they'd be providing internet connectivity. If possible they should launch them near Maui right now. They need cell service and the site says they helped out in PR after Maria went though. Thank you for taking the time to post the link. You learn something new everyday. I appreciate it.
