Anyone know what this guy is doing?

Ive seen this plane fly down from Centennial CO airport 4 or 5 times in the last 2 weeks and fly these perfect circles for a couple of hours then fly back. Pretty much the exact same spot every time. 19,000 ft each occasion. Building stick time? This is just north of Colorado Springs - overflying the meadow lake airport in Falcon CO at 3 o’clock on the circle.

Well, it's an air force special ops plane that's usually set up for surveillance and forward air support so they're probably either drilling support missions or actually supporting units drilling on the ground.

Maps shows some small unnamed tower in a field in the middle of the circle, is that a navigation aid? The Draco is a surveillance plane, so anyone who actually knows what they're doing probably won't tell you. But probably testing equipment or surveiling something.
