The US SS uses them, that’s it. It’s a bullet matte to their specifications, whatever those are, and not normally for sale to the public.
It would be really cool to learn about their selection process and why they chose this bullet, What tests or criteria it has to meet. I’m sure they have some pretty high demands given what they do, but you’d have to do some research to find out

It's almost certain they wanted something expanding which eliminates military ammo. Besides that, soft points have good ballistics profiles while hollow points can have some unreliability issues due to issues with the feed ramp.

They use everything down to 4.7mm in the MP7 5.7 in the P90 for close protection detail up to .300 magnums for counter-sniping. Why is it surprising that they use 5.56? It would be way more surprising if they didn’t.
