There's a great FDA loophole about that.
IIRC, a food can be designated "sugar-free" if there is less than 1 gram of sugar per serving.
Since a serving of TicTacs is two pellets, which weighs less than 1 g, they can be called sugar-free even though they're basically mostly sugar.

Fun fact, the banana flavor was based off a now nearly extinct species of banana. The banana species used before the current one. It was reported to have more of a banana flavor, which is where all banana flavored candy comes from, since it was synthesized from those bananas and they never changed the formula.

The Gros Michel banana had a higher concentration of isoamyl acetate - aka banana oil - than the Cavendish banana we eat today. But that's just one component of the natural banana flavor. Runts - and most other banana flavored candy - are flavored with synthetic isoamyl acetate derived from petroleum. Here's the weird part: artificial banana flavoring was popularized in the USA about 10 years before actual bananas were first imported. Candy makers associated the isoamyl acetate flavor with bananas in the USA, so it was kind of exotic for the time. In Britain, it was pears, because there was already a tradition there of making pear-flavored candies.

I always preferred buying them in the box. But when desperate, I’d shell out the 25 cents and twist the handle eagerly. The sound of them tumbling down the chute and clinking against the metal door was so satisfying. I’d stuff them in my jacket pocket and forget about them for a month. They never went bad. You could probably eat one from 30 years ago and it would still dissolve and tingle in your mouth.

We had a small family business and we had a couple quarter machines. One of them always had runts in it and because of that we always had a bulk amount of runts around. My mother loved the banana. Her favorite. So she would go through our “personal” stash of runts and separate all the bananas out so she could have them on their own. Was awesome because I could grab handfuls out of the bulk and not worry about those gross bananas.

I’ll just say we are a divided family. I love fake banana flavor and my wife does not. We have very different tastes when it comes to food. Funny enough, almost 20 years ago I bought a bag of them from Sam's or Costco, for a luau party I threw for my wife's 21st birthday (we weren't married then). A week or two later the bag was left on a nightstand and while we were at work our Basset Hound got into them. When we got home the candies were everywhere and all the strawberry and banana ones were gone 🤣

I found out years later working at a candy shop, that the artificial banana flavoring for lots of different candies is derived from Acetone… not sure if runts was one of them but the majority of banana candy is. Would make sense if runts gave you a headache.
