It doesn't have to be for a prepper. For example, the item below is great for a prepper or general use.

Here's a few items that aren't under $5 but are still affordable and excellent gifts:
Boxer BX100 screwgun bit kit ($30 on Amazon). I call this an "Open anything" kit because it has every bit you can think of. Literally this is a must-have.
Albatross 6 in 1 Survival Knife ($15 on Amazon). Incredibly good knife. It looks and feels like a $50 knife. Feels good in the hand, holds an edge well. Built in flashlight and a very good ferro rod. Most knives like this are a gimmick, but this is actually an excellent product.
Tacticon Rifle Mag Stacker Pouch ($17 on Amazon). Surprisingly well made and affordable rifle magazine pouch. Replaceable shock cord and very good stitching. It'll last a long time, and at that price just buy spares.

No, I just know how and where to save money. There's areas you can cheap out and, if you know what to buy, still get a perfectly serviceable product that won't fail in the field. There's a few "cheap" companies I've come to trust because I recognize they put the quality where it needs to be even if it's not as flashy. Don't freaking ask me how that little knife isn't a gimmick, but they somehow made it all work well.
