There's a larger factor at play than simple congressional salaries. The last time a shutdown was averted it was due to the parties agreeing to continue funding the government at near-previous levels. That agreement wasn't upheld, so there's no reason for the party out of power to hold trust in the negotiations, and no guarantees (or concessions on the major issue - healthcare subsidies) is being offered by the party in power.
