Cut and Weld --> Paint

Getting my rear bumper cut, then welded.
I was planning on needle scaling, then wire brushing, then hitting with rust kutter before sending it to the shop.
After that should I just hit the rear bumper with Steel-It? Is it ok to have some surface rust or does it need to be bare metal inside and out? Any other suggestions.
The rest of the frame looks good, I was gonna hit the rusty welds with rust kutter, wash, then fluid film the whole thing.
Open to any suggestions.

Im not sure im 100% following, but I would do after that shop. Sanding, needle scaling, etc. wouldn't be a horrible idea, but putting any kind of chemical or paint in the area or near the cut and weld is just going to slow them down, and they might take off more and more than you expect. Also fresh fluid is a huge mess to work with.

I was looking to see what I should do once they cut and weld and I have the bare metal next to the rust. It needs to be painted some sort of way before fluid film so I don't just have bare metal sitting back there.

Just clean the bare area, prime, and then paimt that area only. Then use fluid film.
For the inside of the frame look how to make a snake to knock off the loose crap, then clean out to best your ability. Then follow up with eastwoods interior frame rust cinverter paint, and follow up with fluid film after dry.
For the rest of the exterior frame use a knotted brush cup on an angle grinder and clean up the rest of frame and use a por 15 or equivalent paint and follow up with fluid film when dry and cured. If using por15 follow instructions and do not get the frame flap disc shiny clean, it will not adhere.

Ill also add that i wasn't planning on painting the whole frame, just the rear bumper, then fluid film the whole thing.
