Help with coating?

Im getting this corner and the other cut and welded, rest of the frame just has minor surface rust on the welds.

What should I do as a DIY after I get the frame fixed? Itll be bare metal with the surrounding rear bumper area looking like this.

Needle Scaler, then wire brush, what do I paint it with? Should I do the whole frame or just this area? Ill be fluid filming it after.

Weld in fresh metal, paint the fresh metal/ welded area then fluid film.

Ideally? 2 part epoxy primer base, and whatever industrial 2 part paint on top.

Realistically? Self etching primer and rustoleum top coat. I have used majic hardener mixed in with good results.

There a stainless steel paint i hear works well, and you can weld right through it
