Looks like all the stuff on the front is designed to clear mines in the path of the vehicle. Not sure if it would work though, anti tank mines normally require a lot of weight to set them off.

typical pressure activated AT mines require around 400 pounds of weight to set them off. This is little enough force that if a fully kitted soldier steps on one at a run there's a risk of it firing. so mine rollers can be expected to reliably work on them. they'll also work on mines that trigger via other methods, like magnetically or tilt-rod activated.

conveniently enough, you can actually Google this. the published ground pressure of a Russian T-72 is .9 kg/sq cm. that's just shy of 13 PSI. Wikipedia's article on ground pressure says that a walking human puts out about 8-11 PSI, while an M1 Abrams tank puts out about 15.

if you look closer you can see there is a front blade attached to the wheels that is locked in upwards. I assume this is because they'd drop it down when near the front as it would slow them down digging into the ground constantly while maneuvering within the backline.

I'm not 100% sure but I think this is either some form of mine roller (with the rollers triggering mines too early to damage the tank) or some road wheels for a mine plow (an instrument that digs through the dirt to detonate mines early)
But yes, some agricultural machines have similar wheels for transport, though I haven't seen them on combine harvesters
