You get better value for money with a TV than a monitor.

Connect it to both and figure out which one you like more. I choose 4k because more pixels. Best of both worlds would be 4k 120hz, TVs with this are not that expensive anymore.

No one can answer this for you, it really just depends on the games you're playing and how sensitive you are to framerate. Some games have a 120fps or 40fps mode and will benefit from the higher refresh rate, others have an unstable framerate and will benefit from freesync. But for those that run at a locked 60fps the monitor is not going to offer any advantage.
Also worth considering the panel type and quality/max brightness of the HDR. That monitor is a VA LED panel with pretty poor HDR. You haven't mentioned the TV model, but there's a good chance the HDR is better than the monitor, and if it's an OLED the image quality and contrast will be much better as well.

I'd say screen type is more important than refresh rate or resolution on console, since most games tend to run at around 1080p60 internally.
Therefore, I'd prioritise getting an OLED.

If you're in a couch relatively far away from the screen then TV, if you're playing on a desk then PC screen, it's really that simple.
