        I noticed this during my preflight, just because I’ve never seen it before, I was curious what it is.
Location: about 14 inches left of the static port

When you say "left of the static port", do you mean "forward" or "aft"?
How big are those round objects? 3/16"? 1"? They could be rivet heads or they could be the size of a static port. One would indicate a repair. As in a doubler inside to strengthen the area. The other would indicate some type of static port testing area.

It's an internal repair doubler, with a filler in the center where the original skin was cut out.
