It didn’t say no however animal control said that if the municipal code didn’t say anything they adopted the City if Dallas code which was illegal. I don’t believe this cop cared to be honest. However, it’s up to animal control and the city to make the decision. From my understanding I dealt with animal control for weeks and it’s very illegal.
There are permits you need, but neither the City of Plano nor Collin County have seen fit to ban monkeys as pets. (There are some localities that do make such prohibitions, but we're just not one of them.)

I told him no. The monkey liked it as it was.
The Centers for Disease Control strictly regulate owning primates as pets in the U.S. It may not be a law governed by the state but for Federal purposes it is prohibited unless you have proper paperwork to own.
That regulation exclusively applies to imported monkeys.
The problem is that it doesn't prevent acquiring a monkey from domestic captive breeding operations from being taken as a pet. If the monkey was born in the United States, that rule does not apply.
I remember back in the 70’s my sister’s friend owned one in Irving. Who has the energy to keep up with a monkey in 2025? It looks like a lot of work to me. Having a domesticated pet is tough enough.
