The purpose of a rail speeder is for track inspection or transporting a maintenance crew, although they have quite a following of enthusiasts that go on convoys like this.
I watched a video recently about a railroad club and how their up and down history and super cool actions led to being able to do cool things all out of the love of trains. All I can rememver is it was next to a NP and I think became part of it, and that it was a big deal that they got, as a club, to be able to take their trains on active tracks
The Wikipedia article has a couple pictures. These are basically like golf cart size (or slightly smaller, due to no batteries under the seat). The North American Railcar Owners Association's for sale page has a few photos that show the layout pretty well. it looks like the motor and drivetrain are in a central tunnel (not unlike a Humvee), which makes sense given the track and vehicle width.
This is a good demo of how inefficient road cars are compared to rail and transit. What if you made trains carry people like cars? "Imagine if you had a bunch of small vehicles that usually carry 1-2 people spaced far apart, traveling at moderate speeds..."

From what I understand they can also “book time” on a railway. Just like how a freight company could.
