M2 to PCIEx16 adaptor safety

Hey folks,
I'm currently building a three-GPU rig for local LLaMA. For the third GPU, I'm using the M2 slot from my CPU which runs PCIe 4.0 x4 with an M2 to PCIe x16 riser.
One thing I'm a bit concerned about is that this riser cable is touching the CPU cooler bracket, although not touching the heat sink. Should I be worried and look for another riser?
Also, I noticed that this riser is powering the PCIe slot with a SATA power connector, which is limited to 54W. Is this sufficient to power the PCIe slot in general? My third GPU is not super high-end, just a 4060 Ti 16GB with a 165W TDP. Should I not worry about it since the 8-pin PCIe power cable to the GPU can deliver up to 150W, so the max power draw from the PCIe slot would be limited to ~15W? Or am I misunderstanding how this works?
Any advice from folks with multi-GPU setups on consumer-grade CPUs and mobos is welcome—I'm sure there are many of you here.
