Thinking of flying to Romania from Chicago 11-20-11-26 (somewhere in there). I am a big vampire fan.
- Should I just stay in Bucharest or split time between two cities? If so, which two and how should I do this?
- Can I do this vacay on a 1200 budget for everything? How much money should I allot to food, activities?
- Things to see for free or cheap?
- Is it safe for black people?

Don't hang too long in Bucharest. I would head to Sighișoara and Brasov!

Skip Bucharest. Fly into Sibiu, and then split time between there and Braşov.

I would also target Brasov and surrounding areas

I’ve been several times. Bucharest is not somewhere I would choose to stay. Transylvania is amazing. Cluj, Sisisoara, Timisoara, Brasov are all amazing with cool architecture and most have ties to Vlad :). The castle in Hunedoara is beautiful too.

If you're only focused on vampire stuff, then Bucharest and Brașov. Brașov will be your main hub for vampire stuff as Bran Castle is nearby. Then there's also Peleș Castle which is worth visiting too. Râșnov Fortress is cool as well.
Then Sighișoara also has some cool vampire stuff. You'll want to do a daytrip or tour up there from Brașov as well. Then in Bucharest, there's the Dracula museum and also Snagov Monastery which is where they say Vlad's remains are buried.
Here's a 7 day tour itinerary offered by an agency to inspire you: https://visit-transylvania.eu/package-holidays-to-romania/transylvania-dracula-tour-7-days-dracula-tour-from-bucharest/

You need to visit Cluj 100%.

I loved Bucharest personally. With such a short time, split your time between Bucharest and brasov - it's a quick journey via train between the two places.
I did this last year. Hotels were about 30-35/night (Airbnb or booking), food can be pretty affordable if you focus on places with lunch specials or go to the mici places. In brasov, there was an incredible focaccia place that my wife and I loved for both affordability and taste. Food in general was pretty good and affordable in Romania. 1200 should be doable as long as your flight isn't too crazy expensive and you focus on budget options.
We did free walking tours in both cities which were fun, educational, and affordable. Transportation was affordable via train and Uber or bus. Your costs might go up a bit if you do a day trip to a castle from brasov or do the bear watching or something.
