The Economist is trying to put the best spin on it possible.
China has already won the AI war. Deep Seek 6 is as good as anything the US has produced. It is "open source" vs the US proprietary. The electricity needed to run AI is going to cause prices in the US to skyrocket. China is deploying all kinds of Green Energy, including the new damn in Tibet which will be the largest in the world. Windmills and solar panels cover the Chinese countryside as prices plummet. Trump has abandoned Green Energy. Finally, China's new Thorium reactor never needs to be shut down. The proof-of-concept has been running continuously for about a year now. New larger systems are being built, and will take a fraction of the time it takes for the US to build your Grandma's new outhouse. There is enough Thorium to power the world for 20,000 years.
China does suffer from boycotts of some chips, but there are work arounds, and new packaging of chips provides increases in application.
It is going to take much longer than 5 years for the US to provide its own Rare Earths. In the meantime, weapons production is going to come to a screeching halt. Even considering the ridiculous cost and slow manufacturing pace of US weapons system.
When Israel restarts its war with Iran, the USA will be tapped out -- except for nukes.
The economist is warning China to be careful. BRICS nations have the same enemy in the USA that China does. Brazil isn't going to allow the US to destroy its newly gained Soybean market.
All in all, the economist is whistling past the grave yard.

China is leading the world in production of coal power plants. Green energy is a scam they are cashing in on because they are the biggest exporter of equipment for it.

True most of China's electricity comes from fossil fuels -- same as in the USA.
However, China is making herculean efforts to move on from coal.
Germany has reopened its dirty (brown) coal plants and abandoned nuclear power.
The US has declared green energy to be a fraud.
Why are you criticizing China if their use of coal is no greater than that of other nations. They have the largest population so, of course, need more power than other nations. Percentage-wise, the accusations you make are groundless.

China is indeed targeting their sanctions/licenses. But there's e.g. only a handful of hard-drive manufacturers, all of which use Chinese magnets, rn. And most if not all of them sell to the US military too (at least Seagate and WD do). Will China give or not give them licenses? Will they stop selling to the US military? We'll find out by December, when the new rules formally kick in.

I guess it depends on which economy crashes first. For some weird reason, I'm pretty sure it won't be the Chinese.

They said they will only enforce the sales ban for military purposes. But as you mentioned, a lot depends on the interpretation and China holds all the cards.
