The apparent noise (static?) heard may not actually be due to your speakers, but instead a result of poor/absent shielding or noise in the audio signal being output by your computer.
In the past speakers were often shielded against electromagnetic interference, because of the use of CRT monitors/television and possibly also the widespread use of AM/FM radio.

These speakers are USB only, they take digital audio over USB as an input. The amp design inside is just very crappy, and lacks proper filtering on the Class D output.
I have a pair of these and they also have the same dithering sound effect to them.
