For sure. But, where one documents the hometown for their boat often has no bearing on where the boat is located or has been. For example I know of a boat that shows Mos Eisley as the homeport!

Technically it is the hailing port that is displayed. That is, where the vessel sails from and not the owner’s address.

I guess I’ve never really tried to understand the port of call rules. I just used where my slip is.

My home port is my town, which is landlocked in the middle of my country.
I need to give a national homeport on my national registry application. My boat is abroad. SO I can't put in the actual port, it would be stupid to put one of our coastal towns where the boat has never been.
