Anyone ever get something like this before?

I think that's a pretty good guess. I was thinking the stuff on the fender was some kind of snake oil horsepower adder, but I think the cables coming out of the hood are coming off the battery to power whatever's in the bag. And the jank-ass wooden rollcage is "protection" from flying debris or whatever. Not sure it's going to do much, but that seems like the intent.
