I would bet that if Duma proceeds with that legislation there will be many people falling out of basement windows there. Putin is closer to a civil war over the Ukraine attack than trump at this very moment and I would not be surprised to see one happen in the spring as Ukraine has wisely started making Russian civilians as uncomfortable as possible. In two months half of Russian cities will find heating to become a real struggle as natural gas lines will become a primary target for Ukraines drones.
